Why is my 2003 loosing power intermittently?

My neon looses power, all the sudden wont go over 30mph. If its shut off for awhile it will run normal for a mile or so and starts doing the spit and sputter and wont go over 30mph again. dies at stop lights if it has to idle for a minute or two.

Probably a o2 sensor, fuel pump? It be best if you had it serviced
